Finance Minister Pranab Mukherjee while presenting the Union Budget 2011 says,” Approved in March 2010, the National Knowledge Network (NKN) will link 1500 institutes of higher learning and research through an optical fiber backbone. During the current year, 190 institutes will be connected to NKN. Since the code will be ready by March 11, the connectivity to all 1500 institutions will be provided by March 2012.”

 

He further says, to move beyond the formal research and development paradigm, a National Innovation Council under Shri Sam Pitroda has been set up to prepare road map for innovations in India. The process of setting up State Innovation Councils in each state and sectorial innovation councils align to central ministries is under says Finance Minister.
